As the number of cars running on the street keeps increasing, road systems should be expanded. Some people think the government should pay for it. Some people think the car owners should pay for it. What is your opinion?

With the acceleration of economy, more and more cars appear on roads, which in turn demands faster development of the road systems. But now people’s can not agree on the issue who shall pay for the construction of roads. In my opinion, both the government and car owners shall be responsible for the cost of expanding road systems.

It is generally acknowledged as the government’s duty to build and maintain the infrastructure facilities such as transportation and communication systems which basically ensures the smooth running of economy as well as conveniences in social life. Government collects its revenue through the form of taxes, which is in turn used for the benefits of taxpayers. Consequently, the cost of building new road systems shall be allocated from the government’s annual budget. Besides, the government shall also be responsible for the organization and supervision of the construction for the public interests.

However, that does not mean car owners are totally free of obligations-they are at least partly responsible for the projects, as they, out of all citizens, are the main beneficiaries of road construction. Logically, they shall make special contribution to such undertakings. Moreover, road construction is exceptionally costly, if it is totally funded by government revenue, it would be unfair for other taxpayers who do not own cars—there is no reason for them to pay equally much where they actually benefit much less.

To sum up, the government shall mainly undertake the financial support as well as management work for road construction, while car owners must also offer special funds for their privilege of using the roads.
