答：正如你所言，The harmful effects of smoking can be seen easily. 不应该是个完美的句子。问题出在被动语态上。很多中国学生喜欢用被动语态来表述一个施动者并不清楚的句子。实际上，这里没有必要用被动语态，我看可以改写为：The harmful effects of smoking are clearly visible. 这样表达更斯文。
Scientists are seeking better ways to predict damage from earthquakes, and they are using supersensitive recorders to study how rock breaks and moves in an earthquake.这句话从语法角度说没什么错误，但在语言逻辑上不够清晰，而且因为scientists 和they用在同一句中显得有些不够简洁。可以修改为Scientists  seeking better ways to predict damage from earthquakes are using supersensitive recorders to study how rock breaks and moves in an earthquake. 很多同学在写作时会犯类似的错误，有一定的普遍性，请大家多多注意。
