从7月1日起，澳大利亚政府将取消宪报国家之分，取而代之是将国家分为5个风险等级。中国大陆无论那种签证，皆属于第4级，即风险最高级（第5级风险的国家目前没有）。
澳大利亚移民部根据不同课程，定出7个签证类别：
1、570 - 英语课程
2、571 - 中小学课程
3、572 - 职业培训课程
4、573 - 高等教育，包括学士、研究生证书、文凭课程
5、574 - 硕士/博士课程
6、575 - 大学基础课及其他不授学位的课程
7、576 - 澳洲政府资助的学生
无论何种课程，中国大陆均在风险最高级，与中国地位相同的有巴基斯坦、柬埔寨、约旦、伊朗5个国家；印度、尼泊尔、斯里兰卡的地位稍高于中国；马来西亚、日本、瑞士、爱尔兰、瑞典等国家处于第一级。
在办理签证时，风险级别越高，对申请人的要求越高，如英语水平，资金担保及留学意图的真实性等等。
Major changes to Australia's Student Visa Program will come into effect on 1 July 2001. From that date, the student visa class will have seven subclasses.
Each subclass is based on the education sector of your principal course of study:
o 570 - Independent ELICOS
- for overseas students undertaking an ELICOS (English Language Intensive Courses for Overseas Students) as a stand-alone course, and not as a prerequisite to commencing another course (for example, a degree course);
o 571 - Schools
- for overseas students undertaking a course of study at a primary school or a secondary school, including both junior and senior secondary school;
o 572 - Vocation Education and Training (VET)
- covers certificate I, II, III and IV, Diploma, Advanced diploma and Advanced certificate;
o 573 - Higher Education
- covers a Bachelor degree, Graduate certificate, and Graduate diploma.
o 574 - Masters and Doctorate
- covers a Masters degree by coursework or by research, and a Doctoral degree;
o 575 - Non-award Foundation Studies/Other
- covers foundation, bridging or other courses that do not lead to the award of a degree, diploma or other formal award; and
o 576 - AusAID or Defence Sponsored
- covers full-time study undertaken by AusAID- or Defence-sponsored students for the whole or part of an education or training course offered by an Australian education provider.
对573类（学士、研究生证书、文凭）的影响
第一级： 只要能够证明筹集到足够的财产即可，可以是股票、房产、贷款、
汽车等有价值的物品，资产来源不限。
第二级： 自己必须有足够的资金来支付整个留学期间的学习、生活费用。
第三级： 自己必须有足够的定期三个月以上的银行存款来支付整个留学
期间的学习、生活费用。
只限于现金。
第四级： 适用于中国学生。
①必须是高中毕业以上；
②IELTS必须在6.0以上，或IELTS 5.0 + 语言课程小于30周。
